Iloilo mayors deny Duterte drug claims

MANILA – Two town mayors from Iloilo province on Sunday denied President Rodrigo Duterte’s allegation that they are involved in the illegal drug trade.

Iloilo City Mayor Jed Mabilog said it is “very unfortunate and disconcerting” that his name was included in the long list of “narco-politicians” tagged by Duterte.

 

Meanwhile, Mayor Sigfredo Betita of Carles, Iloilo said he is not worried at all about his inclusion in Duterte’s list.

In a phone interview with ABS-CBN News, he denied any involvement in illegal drugs and claimed that the allegation was politically motivated.

But he also admitted that alleged drug lord Melvin “Boyet” Odicta, Sr. is his DISTANT RELATIVE.

Odicta visited his family during the wake of his late brother, Arnold Betita, who also served as town mayor.

Odicta and the current mayor also previously met at several family gatherings.

Betita, however, said Odicta insisted that there is no truth to the allegations that he is a top drug trafficker.

Aside from Betita and Mabilog, several other local officials from Iloilo province were accused by Duterte of being drug tainted.

Among them were Maasin Vice Mayor Francis Ansing Amboy, Judge Savilo of Iloilo City, Calinog Mayor Alex Centena and Maasin Mayor Marciano Malones.

Iloilo City Mayor Patrick Mabilog named by President Rodrigo Roa Duterte as a DRUG PROTECTOR.

Other incumbent local mayors, namely, Mayor Alex Centena of Calinog, Iloilo; Mayor Julius Ronald Pacificador of Hamtic, Antique; Mayor Sigfredo Betita of Carles, Iloilo; and Mayor Mariano Malones of Maasin, Iloilo and his vice mayor Francis Ansing Amboy were also named by the President.

The list also includes Judge Savilo of the Regional Trial Court Branch 13 in Iloilo City; Judge Casiple in Kalibo, Aklan; and Judge Rene Gonzales of Municipal Trial Court in Iloilo City; former Iloilo City councilors Antonio Pesina and Erwin “Tongtong” Plagata; former congressman JC Rahman Nava of Guimaras; and former city mayor spokesman Jeffrey Celis.

Also included are the names of Army retired General Nerio Valerio, former PRO-Western Visayas chief; General Bernardo Diaz (One of the top 5 PNP Narco-Generals named); retired Superintendent Flore of Antique; former Iloilo City police chief Kashmir Disomangcup; Superintendent Ypil Duenas; Superintendent Eugenio Malik, Maritime Group and former chief of Antique Anti-Drug Group; Chief Inspector Rio Maymay of Iloilo City Police Office; Senior Inspector Kenneth Militar; Senior Inspector Donasco; Inspector De Jose; Inspector Duarte of Arevalo police office; Chief Inspector Vicente Vicente of Banate; and Zamora Reynato Gumaro of PRO-Western Visayas, among others.

Duterte stripped the government officials of their police escorts.

The policemen who were also in the list were immediately relieved from their posts.

The police officials named were given until 12 noon of Sunday to report at Camp Delgado at the office of PRO6 Chief Jose Gentiles.

Duterte: Dragon Employee is a PROFESSIONAL KILLER

Prior to boarding the RORO in Batangas going to Caticlan, Aklan, 3 employees of Iloilo City DRUG LORD Melvin Odicta Sr. were caught for illegal possession of firearms and drugs in two vehicles that formed part of the 4 vehicle convoy of the now DECEASED Odicta husband and wife SHABU provincial traffickers. The three Odicta employees, Manolito Susano alias Jojo, Marlon Susano and Maria Victoria Layco, were left behind and “booked” in Batangas. Melvin Sr. and wife Merriam were gunned down in Caticlan as they disembarked from the ferry boat. Iloilo City Mayor Jed Mabilog, personally announced by President Duterte as a DRUG PROTECTOR, is being eyed as a possible suspect in the murders considering that Mabilog publicly called for Odicta to be arrested as well as saying that he wanted DRUG LORDS to be KILLED. Mabilog benefited from the DEMISE of the Odicta pair since the murder victims can not now testify against Mabilog. Newspaper reports claim that the Odicta couple submitted “confidential documents” to the DILG when they paid a courtesy call to DILG Secretary Mike Sueno. The purpose of the audience was to “clear their names” as well as to inform the Secretary of the THREAT against their lives ever since their identities achieved national prominence.

In year 2000, then barangay level drug pusher Manolito Susano was involved in the deaths of Barangay Kapitan Nemencio Del Rosario and Kagawad Nestor Bautista of  Barangay 168 Deparo, Caloocan City. Manolito ambushed both Kapitan Del Rosario, who lived for two days thus was able to name his assailant, and Kagawad Bautista who died immediately.  Manolito was jailed for 9 years at the Caloocan City Jail but was released upon withdrawal of the case filed by Del Rosario’s widow. During the same year 2000 period, a number of deaths were attributed to Manolito Susano but few of the families of the deceased filed formal complaints due to fear for their lives. The Del Rosario-Bautista murder cases were the exceptions rather than the rule. While Manolito Susano was imprisoned for 9 years while the cases were ongoing, technically, he was NEVER CONVICTED because of his release upon intervention of the Del Rosario widow.

A drug lord’s death

It was after 1 a.m. yesterday when controversial Iloilo businessman Melvin Odicta and his wife Meriam arrived at the Caticlan ferry jetty in Aklan. They were just getting off the ro-ro ferry after making the long journey from Batangas City when shots rang out in the dark.

When the initial confusion subsided, the Odictas were lying in pools of blood. They were taken to a local hospital, where they were declared dead on arrival.

This was no ordinary case of “extra-judicial killing,” as the opponents of President Rodrigo Duterte’s drug war usually describe such incidents. Melvin Odicta, alias “Boyet” and “Dragon,” was allegedly the top drug dealer in Iloilo City and its neighboring areas—the most “shabulized” part of the country, according to Duterte himself.

Odicta was, according to sources in the city, under the protection of Iloilo City Mayor Jed Patrick Mabilog. Mabilog was named by the president as one of the most prominent public officials protecting drug syndicates, in a list he read in public recently; Mabilog is also a second cousin of Iloilo political kingpin Senator Franklin Drilon.

Odicta gained national notoriety last year, when he and his son, Melvin Jr., and Jing-Jing Espinosa, led a group of armed men in storming a local radio station which had been reporting about Odicta’s illegal drug ring. The Odictas and Espinosa, a barangay councilman who is believed to be the second-in-command of the elder Odicta, were caught in CCTV footage during the attempted raid of the offices of dyOK Aksyon Radyo Iloilo last November.

Were the Odictas killed at the Caticlan ferry port to silence them? It would seem so, according to sources that I interviewed in Iloilo.

The killings were certainly not perpetrated by rival gangs using Duterte’s anti-drug campaign as a convenient excuse to get rid of the competition, as the police have described some of the recent killings. According to veteran Iloilo journalist and blogger Manuel “Boy” Mejorada, the Odictas have already eliminated their main rival in the drug trade, an operation run by the Prevendido family.

In fact, Odicta has already “graduated” to legitimate businesses in Iloilo and was allegedly grooming the heavily-tattooed Espinosa to take over the local drug trade. Odicta is the operator of a big local taxi fleet named “Melvin” and runs an airport shuttle service, Mejorada said.

But the circumstances of the killing of the Odicta couple in Caticlan merit more than just passing mention. In fact, they had just come from Manila, where they met with Interior and Local Government Secretary Ismael “Mike” Sueno, to deny involvement in the Iloilo drug trade and to promise that they would identify the real narcotics kingpins and their protectors among the top officials of the city.

Odicta’s lawyer, Raymond Fortun, had sought the meeting with Sueno, I’m told, so that his client may explain himself. Fortun said the meeting last Thursday was not a “surrender” by his client, but was requested by Odicta upon the recommendation of the Iloilo police; Fortun said his client was not in any list of drug dealers of the police and merely wanted to clear his name.

But PNP chief Director General Ronald “Bato” dela Rosa laughed off Odicta’s denials, advising the businessman to “tell it to the marines.” The always-quotable Dela Rosa made the remarks on Friday, the same day that he advised drug addicts and pushers to kill the drug lords who are oppressing them.

“Who is he [Odicta] fooling?” Dela Rosa said in a speech before the Region 6 police. “Don’t you know that he is the drug lord and yet he denies it?”

That was how things stood when on Sunday night, the Odicta couple decided that they would return to Iloilo the same way they arrived: In four vans full of armed bodyguards and other hangers-on, by way of Batangas City, where they would load the vehicles in a ro-ro ferry across the inland sea to Caticlan, where the convoy would proceed by land to Iloilo City on the other side of Panay Island.

According to my sources, the Odictas often travel this way, not only because they employed very stringent security measures, but also because they did not want to ride airplanes, where they could easily be detected and followed. But this time, their trip to Iloilo was stalled in the Batangas ferry port.

When the four-van convoy was about to board the ferry, it was stopped by elements of the PNP Highway Patrol Group. Two of the vans, which were not being used by the Odicata couple, were offloaded because of the presence of armed men in them; the other half of the convoy was allowed to proceed.

The Odictas had just arrived at the Caticlan ferry jetty and were walking off the vessel before boarding their two vans when they were cut down. It is still unclear as of yesterday if their assailants were with them on the ro-ro ferry or if they had been waiting for the couple in ambush at the port.

Did the Odicta drug syndicate die with the murder of Dragon, who got his name from the dragon tattooed on his chest? What about the protectors of the Iloilo drug trade in government—will they get off the hook as well, now that Odicta is gone?

The people of Iloilo, who are still smarting from the “most shabulized” tag, will be watching the Duterte administration’s handling of this sensational case. The success of the entire anti-drug campaign of the government could hang in the balance.

Duterte: Murdered Iloilo “DRAGON” couple KILLED for implicating lawmakers and local officials

 

Suspected DRUG LORDS Melvin and Merriam Odicta, murdered August 29, 2016, offered to SQUEAL on their fellow DRUG LORDS and Panay Island POLITICIANS in exchange for their lives and their safety. By turning STATE WITNESSES, they would have been entitled to join the WITNESS PROTECTION PROGRAM of the government.  Iloilo City Mayor Jed Mabilog has been previously PINPOINTED by President Duterte as the PROTECTOR of DRUG LORDS in Iloilo City. No formal charges have yet been filed against Mabilog while the Philippine government is in a CASE BUILD-UP phase and trying to line up possible witnesses that can testify against him. The Odicta couple would have been the PERFECT WITNESSES being high level insiders in the ILLEGAL DRUGS operations. De Lima has DENIED being a DRUG LORD PROTECTOR in spite of the Duterte comment that it was her LOVER/DRIVER that regularly collected cash from imprisoned Asian TRIAD members at the Bilibid National Penitentiary. She has revealed that she is/was “close” to her former driver but did not elaborate. Digong also named a second De Lima LOVER, this time an MMDA motorcycle cop assigned as her escort.

Duterte: Pinpointed Iloilo City DRUG PROTECTOR Mayor Jed Mabilog now a SITTING DUCK after DRAGON and his wife are KILLED

Iloilo City Jed Mabilog PUBLICLY ANNOUNCED that he wanted Panay Island DRUG LORD Melvin Odicta ARRESTED after Odicta was named as the alias DRAGON Asian Triad Visayan kingpin. Of course, it was to the self interest of Mayor Mabilog to make such an announcement since he himself (Mabilog) was earlier publicly named and shamed on national TV by President Duterte as the DRUG PROTECTOR in his LGU (local government unit). Mabilog hoped to CLEAN his image by now appearing to be on an ANTI-DRUG advocate. The mayor jumped on the KICK Odicta bandwagon after PNP Chief Bato Dela Rosa revealed Odicta’s name. Odicta promptly paid a courtesy call to Department of the Interior and Local Government (DILG) Secretary Mike Sueno to deny his involvement in illegal drugs. PNP is under the DILG.  Now Odicta and his wife are DEAD. Mabilog fears that the same people who killed Odicta will kill him too. Odicta supporters may also want to have Mabilog killed to avenge the death of their patron. PNP security escorts are usually removed for city executives suspected of protecting DRUG LORDS. Gun licences issued to the suspected mayors are also rescinded. This situation makes MABILOG a SITTING DUCK or, at least, an easier target to HUNT and KILL.

ILOILO CITY—The highest-ranking official of the Philippine National Police minced no words in identifying a businessman from this city as a top drug lord who goes by the alias “Dragon” in crime rings.

PNP Director General Ronald Dela Rosa on Friday pointed to businessman Melvin Odicta as a top drug suspect who is on the PNP list of individuals who are under surveillance for involvement in drug trafficking.

Dela Rosa made the statement in reaction to denials from the camp of Odicta that the businessman is involved in drugs.

The PNP chief said while police have yet to gather enough evidence to pin Odicta down, pieces of evidence are being gathered from members of the syndicate to which Odicta belongs.

“Drug lords are hard to arrest. They do not carry drugs. But we will eventually get them,” said Dela Rosa after speaking at rites celebrating the 115th anniversary of the Philippine National Police.

No surrender
Odicta and wife Merriam went to the office of Interior Secretary Ismael Sueno on Thursday afternoon.

Odicta’s lawyers, who accompanied the couple, said their clients went to Sueno not to surrender but to clear their names and seek help against threats to their lives.

But Chief Supt. Jose Gentiles, Western Visayas police director, said Odicta’s group supplies illegal drugs to the entire Iloilo province and other parts of Panay Island.

Gentiles said there was still no significant inroads against Odicta’s group but he said the operation of the group is “contracting.”

Odicta has been identified by the Philippine Drug Enforcement Agency as the head of one of two main drug groups operating in Iloilo.

The other drug group is led by a Richard Prevendido which Gentiles described as “decimated.”

Low supply
He cited the decrease in the supply of drug which pushed the local street price of shabu (methampetamine hydrochloride) from P11,000 per five grams to more than P20,000.

Odicta, who has several businesses in Iloilo City, has repeatedly denied the accusations. He operates a fleet of taxis, under the Melvin name, vans for hire and a restaurant in the city.

He is facing criminal charges for leading a group of men in an attempt to forcibly enter radio station Aksyon Radyo Iloilo which has been airing reports and commentaries against illegal drugs.

After the attempted break-in at Aksyon Radyo Iloilo, the PNP Firearms and Explosives Office revoked Odicta’s licenses and registration for 12 firearms including three assault rifles, five handguns, a 12-gauge shotgun and a machine pistol.

In July, unidentified men burned two Melvin taxis in separate cases in Iloilo. The drivers were left unharmed and their earnings were not taken, ruling out robbery as the motive of the attacks.

No group or individual claimed responsibility for the burning of the vehicles.

President Duterte had cited Iloilo as “most shabulized” to describe the city as having the worst illegal drug problem in the country.

He named Iloilo City Mayor Jed Patrick Mabilog, three municipal mayors and several former and current police officials as involved in illegal drugs.

The officials have denied the President’s allegations.

Dela Rosa evaded a question from a reporter who asked him if Mabilog was a protector of drug lords.

Alleged Iloilo drug lord Melvin Odicta, wife shot dead

(CNN Philippines) — Alleged Iloilo drug lord Melvin Odicta Sr. and his wife Meriam were shot dead at around 1:30 a.m. Monday at the Caticlan Jetty Port in Aklan.

According to Aklan Police Provincial Director PSSupt. John Jamili, the Odictas were onboard a 2go Ro-Ro from Batangas to Caticlan Port, when an unidentified assailant shot the couple dead upon arriving.

Atty. Raymond Fortun, the legal counsel of the Odictas, confirmed to CNN Philippines the death of the couple. He said their camp is still gathering more information on the incident.

Fortun added the Odictas are “good people,” and urged the media to monitor developments on the case.

Meanwhile, Atty. Gualberto Cataluña, lawyer of the family, also confirmed that Meriam was shot on her back while Melvin was targeted on his leg, head, and chest.

“Melvin even called me for help but they were declared dead when they arrived at the Malay District Hospital,” Cataluña said.

Iloilo’s ‘Dragon’

Melvin Odicta Sr., also known as “Dragon,” was considered as one of the drug lords in Western Visayas. He operates the Melvin taxi fleet, a van service, and a restaurant.

On Thursday, Odicta and his wife Meriam appeared before Interior Sec. Mike Sueno at Camp Crame to clear their names and deny the allegations.

A day after, Iloilo City Mayor Jed Mabilog asked the Philippine National Police (PNP) to arrest Odicta, provided that there is strong evidence against the alleged drug lord.

Mabilog admitted he has received information on how Odicta is running the illegal drug trade in Panay region. The mayor said the arrest of Odicta will help improve the image of the city.

President Rodrigo Duterte earlier said Iloilo is the most “shabulized” province in the country. The President also included Mabilog on his “narco-politicians” list.

ILOILO CITY, Philippines—An Iloilo businessman and his wife were shot dead early Monday at the port in Caticlan, Aklan province two days after Philippine National Police chief Director General Ronald Dela Rosa confirmed that Melvin Odicta was the drug lord in Iloilo popularly known as “Dragon.”

He said the couple were walking at the walkway of the port terminal from the roll-on roll-off vessel around 1:30 a.m. when they were shot by the unknown assailants.

Jamili said the couple were brought to Malay District Hospital in Aklan but were declared dead by the attending physician.

The Odicta couple earlier sought help from Interior Secretary Ismael “Mike” Sueño and denied that they were into illegal drug trade.

Dela Rosa, however, dismissed the denial and identified Melvin as “Dragon,” the biggest drug lord in Iloilo.
