Duterte pinpointed her driver as the cash collector who receives money from inside the National Penitentiary. No comment on this from the former Justice Secretary at the present time.

URBIZTONDO, Pangasinan―A narrow road cutting through green fields leads to a two-story white house in Barangay Galarin here where the driver of Sen. Leila de Lima allegedly lives.

On Wednesday, President Duterte linked De Lima to the illegal drug trade by claiming that her driver, Ronnie Palisoc Dayan, was her bagman who allegedly collected drug payoffs for her. He also claimed that the senator was in a relationship with Dayan.

The former human rights commissioner and former justice secretary had previously denounced then Davao City Mayor Duterte for his alleged links to the Davao Death Squad.

She also recently called for a Senate inquiry into the spate of killings that, she said, was a result of the President’s brutal war on illegal drugs.

The Galarin neighborhood was tight-lipped about the private lives of Dayan and De Lima when the Inquirer visited the village on Thursday.

Dayan’s neighbors would neither confirm nor deny the President’s allegation that the two-story house was De Lima’s gift to her driver.

Asked for  comment  on this story, De Lima declined to issue a statement

Orange bungalow

Dayan also owns an orange bungalow located about 100 meters from the white house that, his neighbors said, took some time to build and was completed only in March this year.

The Galarin village chief, Rodolfo Licuanan, said Dayan’s children live in the orange house. “[Dayan] has two married children with their own families, while his youngest child is still in high school,” he said.

But Licuanan was uncertain as to whether Dayan’s wife lived with their children or if she lived in the Visayas, as previously reported.

Asked if De Lima indeed paid for the white house, Licuanan shook his head and said, “I don’t know.”

Relocated

Dayan’s uncle, Alfredo Lomibao, 73, said he had not heard about Mr. Duterte’s allegations. “I know nothing about these accusations, but I am certain the Dayans are a peace-loving family,” Lomibao said.

Another Urbiztondo resident said Dayan and his family used to live with his parents in a small house in the village.

But after his wife and children relocated to another province, he moved to the white house where he and De Lima were often seen, said the resident who asked that his identity be withheld.

Urbiztondo (population: 47,831 in 2010), is a third-class agricultural town located between San Carlos City and Mangatarem town in the southern part of the province.

A neighbor, who claimed to be Dayan’s nephew, said De Lima’s driver was a good man who would often treat them to a party whenever he was in the neighborhood.

The Inquirer could not immediately confirm these details, as no one had opened the gates of the orange house when it came calling. But a car was parked in the driveway and a dog cage stood on one side of the house.

At the white house, the Inquirer saw five motorcycles and a small truck in the garage.  A neighbor offered to call Dayan, but he, too, did not get any response from the driver.

The village chief claimed that De Lima would stay in Dayan’s house whenever she visited the town.

“I knew she was around because people would tell me that she was here,” Licuanan said about the supposed visits when De Lima served as justice secretary under former President Benigno Aquino III.

The last time she visited the village was in December last year, when she distributed some gifts, Licuanan said.

“A little cash, P50 for the children and P100 for the adults. But she did not go around; it’s the people who went to the house,” he said.

Advance party

Occasionally, De Lima and Dayan would be seen at the public market buying vegetables and fish.

“We would see them on weekends. She would arrive on a Saturday and leave on a Sunday,” a resident said.

He added that people in the town knew she was coming because she allegedly had an “advance party.”

“It’s open knowledge in the village who financed the building of that house,” Senior Supt. Ronald Lee, provincial police director, claimed during a media forum in Lingayen town, also in Pangasinan, on Thursday.

“He is just a driver and residents say he could not have bought that property by himself,” Lee added.

He presented documents from the Urbiztondo police about an incident in which Dayan had allegedly punched a policeman and threatened to kill a barangay tanod (village watchman) after they reportedly confronted Dayan for indiscriminately firing a gun during a drinking party in April 2014.

No case was filed against Dayan after the complaint was reportedly settled amicably.

“We want to be updated on the case,” Lee said. “Was there really a settlement? There was talk that two government prosecutors went to the police station to settle the case at that time,” he said. With a report from Gabriel Cardinoza, Inquirer Northern Luzon

303 QC government personnel tested positive in drug testing

A total of 303 Quezon City government personnel were found positive in recent drug testing, QC Anti Drug Abuse Advisory Council (QCADAAC) chairperson and Vice Mayor Joy Belmonte announced on Tuesday Topping the list were 172 barangay public safety officers (BPSO) or “tanods” have tested positive.

The number forms part of the more than 300 barangay officials and employees which all tested positive for drug abuse based on the June 22, 2016 result submitted by QCADAAC.

“This is very alarming considering that BPSOs are the force multiplier of the police in ensuring peace and order in our communities,” Belmonte said.

Aside from the BPSOs, also tested positive are two kagawads (village councilors), 52 street sweepers or ‘paleros,’ seven barangay health workers, 15 drivers, 15 utility workers, 10 community brigade workers, 11 barangay staff, one member of the task force on youth development, three from the violence against women and children, eight from the lupon ng tagapamayapa (peace council) and seven fire volunteers.

As of June 22, of the city’s total 142 barangays, 106 underwent the drug testing. The figure represents a completion rate of 74.64 percent.

At the press conference, Belmonte disclosed that a sizeable amount of the supplemental budget of the city government would be set aside for the building of additional infrastructure for drug rehabilitation.

According to Belmonte, the request for increased funding was necessary in order for the city government to effectively implement its drug treatment and rehabilitation program, including construction of additional rehabilitation centers for drug dependents in each of the city’s six districts.

She said the city government, through QCADAAC, was spending at least Php400 a day to rehabilitate a drug user.

“This is a big investment for Quezon City,” the Vice Mayor said.

Earlier, Quezon City Mayor Herbert Bautista unveiled the city government’s plan to build more rehabilitation centers to accommodate suspected drug personalities in the city who had agreed to voluntarily surrender to authorities and pledged to stop any involvement in the illegal drug trade.

Belmonte also disclosed that the Department of Health (DOH) has already approved the request for additional beds at the Tahanan, or the QC Drug Treatment and Rehabilitation Center in Barangay Payatas.

“Our request for additional 150 beds has already been approved by the DOH,” said Belmonte.

To date, the Tahanan has an existing bed capacity of 150.

72 QC cops sacked over alleged drug links, torture activities

A total of 72 police officers from the Quezon City Police District (QCPD) with alleged links to the illegal drugs trade and involvement in torture activities have been relieved from duty.

On Monday, QCPD head Chief Supt. Guillermo Eleazar presented the list in a news conference at the QCPD headquarters in Camp Karingal where 69 cops are allegedly involved in illegal drugs and three are charged in violation of the Anti-Torture Act.

The police personnel came from 11 QC police stations — the most from the Police Station 3 with 15, followed by Police Station 9 with 13,m and Police Station 10 with 10 — and one assigned to the Anti-Carnapping Unit.

National Capital Region Police Office head Chief Supt. Oscar Albayalde also joined Eleazar in the news conference.

Police Chief Inspector Armando Mariano Reyes is the highest ranking official included on the list.

Eleazar told GMA News Online that the 69 were relieved upon the recommendation of their station commanders.

“Hindi na makakatulong, may bahid na,” Eleazar said in a phone interview.

Meanwhile, Eleazar said the 72 police personnel will still be subject to investigation and validation as they abide by the directive of PNP chief  Director General Ronald “Bato” Dela Rosa to cleanse their ranks.

“In our own sound judgment, we will subject them to investigation and validation to make sure that the ongoing change we effected will be to the maximum, to attain the change expected by all of us, so that the people of Quezon City will feel more secure about their police,” he said in the conference.

The relieved personnel will be re-assigned to the District Headquarters Support Unit in Camp Karingal where “floating” police officers are assigned.

“Since due process is mandatory for dismissing these personnel, assigning them to menial tasks within QCPD Headquarters in the meantime, is in line with the mandate of our Chief PNP, and directives from our [Regional Director] Albayade,” Eleazar said.

Last July, 88 members of the anti-illegal drugs division of the QCPD were also relieved from duty over their alleged involvement in illegal drugs.

Eleazar said 17 of the 88 have been cleared of any anomaly while two have been transferred to the PNP Personnel Holding and Accounting Office in Camp Crame.

“Investigation continues on the remaining 69 personnel from the original 88 who were relieved last July, and will be conducted with the same thoroughness on the 72 additional personnel for a total of 141 personnel,” Eleazar said.

“We assure the people of QC, as well as our President and PNP Chief, that those found guilty will be dismissed from service. We will file appropriate charges and dismissal proceedings immediately,” he added.

Eleazar mentioned that police personnel cleared of any illegal drug involvement or any anomaly will undergo a three-month re-training and re-orientation program to reshape their attitudes towards police service. — RSJ, GMA News

MANILA, Philippines (UPDATED) – Radio DJ Karen Bordador and her boyfriend Emilio Lim were arrested after a buy-bust operation in Pasig City.

According to a report on TV Patrol, approximately P3 million worth of ecstasy, marijuana, and marijuana oil were found at a condo unit in Pasig City on Saturday, August 13. Also found at the unit were drug paraphernalia, money, and a money counting machine.

Senior Superintendent Tomas Apolinario told TV Patrol, “Itong operation na ito ay bunga ng direktiba ng ating chief PNP (Philippine National Police), na sugpuin ang ilegal na droga dito sa mga high-end clubs tsaka sa mga bars.

(This operation is due to a directive from our chief PNP, that we should suppress the illegal drugs that can be found at high-end clubs and bars.)

Siya [Lim] ang itinuturo na malaking nagsusupply sa mga nagtutulak sa mga clubs sa Makati at sa BGC (He [Lim] is said to be a big supplier among those who push drugs at clubs in Makati and BGC),” added Apolinario, in a report on 24 Oras. He said that the customers in those areas range from students and teenagers to wealthy people and celebrities.

“Ito ang mga bumibili sa kanila (These are the people who are buying drugs from them),” he said on TV Patrol.

In the same 24 Oras report, Bordador can be heard saying: “Wala po akong ginagawa… bumisita lang ako.” (I wasn’t doing anything… I just visited.)

DUTERTE: P88-M worth of shabu, bomb components seized from Espinosa’s Leyte home

Police seized at least 11 kilograms of shabu and ingredients for bomb-making in a raid at the ancestral home of Albuera, Leyte Mayor Rolando Espinosa Sr. early Wednesday.

Joint teams from the local Albuera police and Philippine Drug Enforcement Agency (PDEA) raised Espinosa’s home at Sitio Tinago Dos, Barangay Benolho at around 5 a.m.

The drugs, contained in plastic bags, were found in the house’s kitchen cabinets.

The volume of drugs seized from the house has a street value of P88 million.

The operatives also seized ammonium nitrate, blasting caps, firing wires and black powder.

Chief Inspector Jovie Espenido, chief of the Albuera police, said they were able to secure a search warrant on Espinosa’s ancestral home after receiving positive information that kilograms of shabu are being stored in the compound.

Espenido said the information came from Espinosa’s men who were arrested in past police operations.

He said that they will conduct more raids in the mayor’s houses in Leyte as soon as they get search warrants.

He added that they have fresh information from one of the arrested men of Espinosa that several firearms are stored in one of the houses.

Surrendered to Bato

Espinosa surrendered to Philippine Natioal Police chief Director General Ronald “Bato” dela Rosa last week and was allowed to stay for several days at the top cop’s residence in Camp Crame, the White House.

While in Manila, policemen killed six alleged men of Espinosa in Albuera. The gunmen were killed in a shootout outside the residences of the mayor in Barangay Benolho.

Dela Rosa kicked out Espinosa from his official residence after the mayor’s suspected drug lord son, Kerwin, failed to meet the deadline for him to surrender.

At present, Mayor Espinosa remains confined in a hospital in Cebu.

Police have yet to say if charges will be filed against the mayor for the seizure of drugs and explosives ingredients in his home.

But on Aug. 4, the Criminal Investigation and Detection Group 8 filed complaints with the Office of the Prov. Prosecutor Ma. Marcos’ military record full of lies, says NHCP

FERDINAND Marcos lied about receiving three military medals and was never recognized as the leader of his supposed guerrilla unit, Ang Mga Maharlika, among other things, according to the National Historical Commission of the Philippines (NHCP).

For this alone, the NHCP said the late dictator should not be buried at Libingan ng mga Bayani.

“A doubtful record also does not serve as a sound, unassailable basis of historical recognition of any sort, let alone burial in a site intended as its name suggests for heroes,” the NHCP said in its study, “Why Ferdinand E. Marcos should not be buried at Libingan ng mga Bayani” that was released on July 12.

The commission said the 17-page study, based on archived documents and official websites of pertinent US government agencies, among others sources, was undertaken as “part of its mandate to conduct and disseminate historical research and resolve historical controversies.”

According to the NHCP, Marcos’ military record is “fraught with myths, factual inconsistencies and lies.”

For instance, it said that while Marcos claimed to have received three “major” US medals―the Distinguished Service Cross, the Silver Star and the Order of the Purple Heart―several writers and historians had put this into question.

The NHCP said John Sharkey, assistant foreign editor of The Washington Post, for example, wrote in 1983 that an “18-month effort to verify Marcos’ claims to high American decorations raises serious doubts about whether he actually was awarded them.”

It said a Filipino war historian, University of the Philippines professor Ricardo Jose, also argued that it was “simply not possible for one man to have caused the delay of the fall of Bataan by three months.”

“The rule in history is that when a claim is disproven, it is simply dismissed,” the NHCP said.

According to the commission, the “nonrecognition” of Ang Mga Maharlika was also reiterated by Major R. G. Langham.

It said that in a memorandum dated May 31, 1945, Langham said the unit “with a strength of six officers and 18 enlisted men,” was “not recommended for recognition because of the limited military value of their duties.”

The NHCP said the nonrecognition of Ang Mga Maharlika also appeared in the memorandum of Lt. Kenneth Neubauer to Capt. J. O. Keider on Sept. 18, 1947.

“US officials (also) did not recognize Mr. Marcos’ rank promotion from major in 1944 to Lt. Col. by 1947,” the NHCP said.

It added that Marcos’ actions such as his command over the Alias Intelligence Unit, his commissioning of officers and his listing of his name in several units, among others, were also “called into question by upper echelons of the US military.”

“When a historical matter is under question or grave doubt, the matter may not be established or taken as fact,” the commission said.

“For these reasons, the NHCP opposes the plan to bury Mr. Marcos at Libingan ng mga Bayani,” it added.
