‘We are very scared’: With depleting resources, private hospitals appeal for designated COVID-19 facilities

19 hospital
MANILA, Philippines — Private hospitals called on the national government and the Department of Health to designate hospitals for patients infected with the new coronavirus as the growing health crisis overwhelm healthcare facilities in the Philippines.

Eleven hospital administrators said an “alarming” number of health workers are under 14-day quarantine, while the number of persons under investigation flocking their emergency rooms is increasing every day.

Regular rooms have been converted into isolation areas, leaving less for non-COVID-19 high-risk patients and even intensive care unit rooms are getting full, they added.

The Philippines reported 217 COVID-19 infections, with 17 deaths. The number of PUIs stood at 380, while the count for persons under monitoring was at 4,929 as of Thursday.

“We are urgently appealing for DOH to mobilize this plan, challenging as it may be, but which the private hospitals are willing and ready to facilitate.”

Lung Center as COVID-19 hospital?

Earlier, Health Secretary Francisco Duque III said the agency is looking at the possibility of making the Philippine Lung Center of the Philippines as a designated hospital for COVID-19-infected individuals.

But he said this will be hard at the moment since there are a lot of non-COVID-19 patients who are still being treated at the Lung Center.

The hospital heads stressed the execution of the plan will allow the concentration of resources, speedy patient processing and efficient protocol execution.

“With the COVID-19 hospital(s) in place, the other institutions can then focus on the bigger population who need to be treated for the rest of the other conditions other than the COVID-19 infection,” they said, adding they are ready to take in the non-COVID-19 patients of the designated COVID-19 hospitals.

‘We are scared’

This unprecedented and growing medical crisis creates a shortage of supplies, personal protective equipment, ICUs and healthcare workers.

“The panic is escalating, mortality is increasing, our supplies of PPEs are running short, our frontline staff are increasingly getting depleted as more of them are quarantined or physically and emotionally exhausted, and a number of our medical colleagues are already hooked to respirators fighting for their lives in various ICUS,” the hospital chiefs said.

They added: “We have every reason to be scared; we are, indeed, very scared because we feel that we are on our own to face our countrymen in dire need of help.”

The signatories included hospitals that have taken in a large proportion of cases found positive for COVID-10, namely Cardinal Santos Medical Center, Makati Medical Center, The Medical City and St. Luke’s Medical Center.

Also signing the appeal were Adventist Medical Center, Asian Hospital Medical Center, Fatima University Medical Center, Manila Doctors Hospital, Medical Center Manila, Our Lady of Lourdes Hospital and the University of the East Ramon Magsaysay Medical Center.

DILAWAN MOVES – KSP Leni and EPAL Joy see CONFUSION and LACK of CLARITY while excellent NCR Mayors Moreno, Sotto and Zamora simply WORK, WORK and WORK

19 leni joy

Novelist (no pun intended to the novel 2019 coronavirus now known as COVID 19) Charles Dickens in the book A Tale of Two Cities wrote

“It was the best of times, it was the worst of times,

referring to the French Revolution.

it was the age of wisdom, it was the age of foolishness, it was the epoch of belief, it was the epoch of incredulity, it was the season of light, it was the season of darkness, it was the spring of hope, it was the winter of despair.”

The situation in the Philippines in 2020 brought about by the COVID 19 pandemic is roughly comparable to the time frame of the Dickens masterpiece. Fear stalks the Pearl of the Orient since more than 180,000 confirmed cases and 7,000 deaths have been reported worldwide with China having the most numbers (but the infection rate appears to already be in control) and Italy as the current epicenter with daily cases and mortalities still on the upswing. Confirmed cases in the Philippines stand at 202 while deaths number 17. Metro Manila was first placed on COMMUNITY QUARANTINE which was expanded to the island of Luzon and now covering the whole Philippines.

Thousands were stranded in the first few days of the emergency health measures. Entry and exit points to the National Capital Region saw commuters and public transport vehicles massed and waiting to be let in or out. The irony here is that while SOCIAL DISTANCING is the order of the day, people congregate in street CHOKE POINTS and supermarkets as well (PANIC BUYING and HOARDING of alcohol, disinfectants, hand sanitizers and toilet paper).

President Duterte had to act fast to control, prevent, reduce or at least delay the spread of the disease as the health care delivery system may be swamped and overwhelmed. The choice is between letting the economy function in a business as usual mode which would allow contact between and among commuters, office workers, school children, mall goers, church devotees and audiences of sports and event activities versus FREEZING the economy by closing schools, theaters, movie houses, churches, malls and offices then disallowing public transportation as well. Suffice it to say that CHAOS reigned but many people stayed in their homes.

It has always been said that the devil is in the details so that after the general directive of quarantine, social distancing, cough etiquette and hand washing had been discussed, the issue would be on how to FEED the hundreds of thousands unable to earn a living.

Suffice it to say that Vice President Leni Robredo of the opposition Liberal Party quickly pointed out the lack of clarity and confusion brought about by the emergency measures ordered in place. This tread of thought was echoed by former Liberal Party (who has since JUMPED SHIP to the Duterte Administration) Quezon City May Joy Belmonte.

The same Duterte marching orders heard and interpreted by Manila Mayor Isko Moreno, Pasig Mayor Vico Sotto and San Juan Mayor Francis Zamora did not elicit questions in their minds and they just went about doing what they thought to be the best steps needed to help their constituents. As examples, Yorme Isko monitored prices in public markets, made arrangements for temporary shelter for health workers and emphasized TEAMWORK between Manila public servants and the community. Mayor Vico Sotto supervised the preparation of 400,000 food packs with vitamins, formed sanitation teams and secured bus services for health workers. San Juan Mayor Francis Zamora mobilized relief goods for distribution, disinfected buildings and houses and monitored the imposed curfew.

Anti COVID 19 Strategy: PRD – Prevent Reduce Delay

19 du30 checkpoit cropped

As the corona virus pandemic hits 182,000 confirmed cases, 7,000 deaths and 79,000 patients recovered in 182 countries/territories, the Philippine figures stand at 142 cases and 12 deaths. The ray of hope comes from China where the dreaded disease was first reported and 80,000 got sick with 3,213 deaths and 68,000 have already recovered. In the past few days the daily new cases and deaths from China have markedly come down which seems to indicate that the virus has been tamed, unless other Chinese cities and/or provinces suddenly experience a major outbreak. Of course, there is still a possibility that even Wuhan itself may see a resurgence of the problem through a mutant COVID 19 but for the moment the city is healing itself and potential sources of COVID 19 are being addressed.

Italy is the current major battle area now with 28,000 cases, 2,158 deaths and 2749 recovered patients. At this stage of the anti virus war and based on the recent new daily deaths, Italy may overtake China in the total number of deaths. Other countries with dozens or hundreds of mortalities are Iran, South Korea, Spain, France, the United States and the United Kingdom.

In the Philippines, the whole island of Luzon has been placed on COMMUNITY QUARANTINE in an effort to prevent spread in still zero COVID 19 communities, reduce the number of patients in areas with confirmed cases and delay the transmission in areas where the virus can not be stopped. The prevention and reduction modes are self explanatory while the delay aspect would at least give a chance for the health institutions to cope with the volume of patients.

The DRACONIAN measure of large portions of the population forced to stay at home would naturally cause havoc to the economy and the lives of daily paid employees (no work, no pay) and the informal sector but the situation is that of NATIONAL SURVIVAL, there are actually very few options other than STOPPING human to human contact, the lesser there is, the greater the chance that we can put this problem on hold. The result of INACTION now could be thousands of Filipino lives snuffed out. TIME is of the essence because if we reach the current death figures of China and Italy, our country may not have the financial and health resources to control the situation anymore.

COVID 19 – The Metro Manila SURVIVAL RACE against TIME

19 limits

With the number of Philippine COVID 19 cases breaching the 100 mark (140 at latest count) and the number of deaths at 11, a disturbing development has now happened. The Philippine Heart Center had a COVID 19 mortality and as a result 39 of its staff are under quarantine. The PHC Medical Director announced that no new patient admissions would be entertained until the hospital gets back into full (or at least more manageable) personnel strength. Considering that in the past 24 hours, there were 47 announced new confirmed cases (from 64 to 111), today the Department of Health added another 29 confirmed cases bringing the total to 140, it is very clear that more cases are now being diagnosed per day. Should this 50 something new cases per day persist for next week then it would be easy to calculate a 200 confirmed cases level at the start of the week and possibly 300 to 400 confirmed COVID 19 cases at the end of the week. This level is bound to take its toll on the big Metro Manila hospitals when their own physicians, nurses, med techs, rad techs, physical therapists, aides, orderlies, janitors and security guards begin (as it has already begun) to become patients themselves. Should the Philippine confirmed cases growth curve follow those exhibited by China, Italy, Iran, South Korea, France and Spain then we may be seeing 100 new cases confirmed per day starting 7 days from today. In other words, we could just be 14 days away from reaching the 1,000 confirmed COVID 19 cases level.

What would be the implication of this to the average Metro Manila citizen? One, the National Capital Region health care delivery system could be SWAMPED with cases. Some hospitals, as already implemented by the Philippine Heart Center, may not take in new admissions. More hospitals may limit admissions. The idea of total closure is beyond imagination because at a minimum, patients already admitted would be allowed to heal in the normal course of their disease and would be discharged upon completion of the medical treatment plan. Only a MAJOR BREAK in protocol wherein all confined patients would have a high risk of getting infected with the corona virus would an emergency transfer of all patients to other facilities be done. This would happen when patients previously admitted for other conditions (normal delivery, elective surgery and other non-respiratory admissions) SUDDENLY and UNEXPECTEDLY develop flu like symptoms with the more serious cases testing POSITIVE for COVID 19. This could only mean that those patients got the COVID 19 during their hospital stay for non-COVID infirmities. A massive transfer of these patients would also put other hospitals at risk thus possibly crippling the hospital operations of more health facilities.

At this time Metro Manila is now on COMMUNITY QUARANTINE which would hopefully prevent, reduce or at least delay the rate of transmission of the dreaded disease. It may take at least a week or two before we may see the full (hopefully positive) effect of this emergency measure. Thus Metro Manila is in a RACE against TIME, meaning we are all banking on the community quarantine to FREEZE the spread at the same time that we know that there could be dozens (or, heaven forbid hundreds) of positive cases (but still undetected) that could be spreading COVID 19 at this very minute and the cases would only manifest in a week or two.

**********************

A new source of test kits from the University of the Philippines is in the works and would increase the number of test kits necessary to diagnose every individual with the COVID 19 disease.

Vaccines are being tested which would be the true game changer in stopping the spread of COVID 19. Various medicines are also being tried out (mainly those that have shown stopping power against the other corona viruses).

*******************

The Department of Health confirmed 140 COVID 19 cases with 11 deaths. DOH called on the public to be vigilant and practice personal preventive measures such as proper hand hygiene, social distancing, and cough etiquette.

DOH also called on people to refrain from visiting public places and/or attending mass gatherings.

2022 – Sara for President, Digong for VP

Leni Drug Report Preview – Nothing “explosive” but “recommendatory.”

The much anticipated Drug Report of Vice President Leni Robredo should be out by early next week according to her. The FIRED Drug Czar came out firing and threatened the Duterte Administration that she would continue fighting. The previously scheduled Southeast Games, however, made her postpone coming out with her findings and recommendations. With the Games over by this week, she would hold a press conference next week. Intervening events should dampen the force of the Leni expose (in case there are a few blockbusters there). First, there was the Liberal Party attack on the expense of the Games ceremonial cauldron (mainly by Leni party mate Senator Drilon) then mainstream mass media (generally supportive of the political opposition or, conversely, perceived to be against the Duterte Administration) were caught with their pants down in amateurish FAKE NEWS. Although Leni had no participation in the crude attacks and, in fact, she lauded the SEA Games, in a highly divided nation, anything against the Administration will affect President Duterte while fumbles committed by the opposition and mass media will have a negative effect on the Vice President. Second, the President ranted against the water concessionaires Manila Water (owned by the Ayalas and close to VP Leni) and Maynilad (owned by Manny Pangilinan). The pubic anger against corporate greed hit the Liberal Party as well since the Ayalas enjoyed close ties with the previous Liberal Party Noynoy Aquino Administration.

The Vice President has also commented that nothing “explosive” would be forthcoming so all we can expect are motherhood statements. Be that as it may, the Filipino people would be waiting for what she has to say. Barring any real “fireworks”, we can expect little new information at a time when naming names would be the only way to propel her sagging popularity ratings up. Coming from the disastrous 2019 senatorial campaign where the Liberal Party received a sound thrashing (ZERO, nada, zilch), the opposition could be headed for another electoral debacle in the presidential and senatorial elections of 2022.

Robredo to divulge drug war findings next week

By: Gabriel Pabico Lalu, INQUIRER
December 10, 2019
MANILA, Philippines – Vice President Leni Robredo is set to release her findings and observations on the government’s drug war on December 16, Monday, she said in an ambush interview on Tuesday.

“Yung ulat hinihintay lang natin matapos ‘yong SEA Games, matatapos siya on Thursday, pero nasa Basilan at Marawi kasi ako so probably sa Monday gagawin dahil wala ako the rest of the week,” Robredo said.

“Most probably Monday,” she added.

Robredo’s statements came in view of anticipation from critics and supporters alike regarding the publication of her report, which was collated before she was fired as Inter-Agency Committee on Anti-Illegal Drugs (ICAD) co-chair last November 24.

The Vice President previously said that she would wait for the 30th Southeast Asian (SEA) Games to end before she would announce the findings in order not to shift attention from the sporting event.

Robredo was appointed ICAD co-chair by President Rodrigo Duterte last October 31, which she accepted on November 6.  Her designation came after the President was frustrated with her interview with a foreign news outlet where she allegedly called a stop on the drug war campaign of the government.

During her stint at ICAD, Robredo pushed for the scrapping of Oplan Tokhang, the integration of community-based rehabilitation efforts, and the creation of a baseline data on the drug war.

However, her post also accompanied several obstacles, as she was initially prevented from seeing the list of high-value drug targets as it was deemed confidential and unnecessary for her to see.

But when her co-chair, Philippine Drug Enforcement Agency Director General Aaron Aquino tried to show her a copy of the confidential data, Robredo begged off pending clarification from Duterte on the scope and limitations of her role.

Robredo to release drug war report next week

MANILA, Philippines — Nothing “explosive” but “recommendatory.”

This was how Vice President Leni Robredo described her upcoming report on the government’s drug war.

“For me, explosive is too cinematic. We can expect recommendation to make it (war on drugs) better,” Robredo said yesterday.

The Vice President said she would make public her report on Monday.

“We saw some gaps and our recommendations are intended to help in correcting these mistakes, in addressing the gaps,” she said.

Robredo maintained no sensitive information related to the anti-illegal drug campaign would be divulged in her report.

“We tried to be as comprehensive as possible, given the very limited time given to us. There were things that we don’t have personal knowledge of,” she said.

President Duterte appointed Robredo as co-chair of the Inter-agency Committee on Anti-illegal Drugs (ICAD) early November following her criticisms of his drug war.

Only 19 days in her post, the President fired Robredo after she met with representatives of the United Nations Office on Drugs and Crime and the US embassy.

Duterte said he does not trust Robredo with classified information, calling her a “scatterbrain.”

Meanwhile, Robredo yesterday called for justice and support for orphans and family members who lost their loved ones to drug war killings as the nation marked International Human Rights Day.

She also called for the improvement of community-based rehabilitation for drug users.

Robredo made the call during the launch of the special edition of Istorya ng Pag-asa photo gallery, featuring the suffering and struggle of the orphaned families at the Commission on Human Rights office in Quezon City.

Government data showed over 6,000 drug offenders have been killed in the anti-drug operations since Duterte assumed office in June 2016.

Duterte wants to see BILLIONAIRE AYALA JAILED

Duterte in LAST BATTLE, this time against the OLIGARCHS. He has named the Ayalas of Manila Water and Manny Pangilinan of Maynilad. The problem stems from a victory the two water concessionaires secured from an international court. Mr. Duterte claims that the contracts entered by the Philippine government are detrimental to the Filipino people so he intends to file economic sabotage or PLUNDER charges against the owners of water distributor companies. PLUNDER is NON-BAILABLE. To stress his point, Duterte injected some of his patented politically incorrect statements saying that if he can not achieve his ends in the usual legal way, he would just lock up the water company offices (with the oligarchs inside) and pour gasoline and burn the whole place down. At his advanced age, the President is ready to go to prison. President Duterte also mentioned that MAINSTREAM MEDIA is controlled by big business so news release is ignored or selective (only favorable to huge corporations and conglomerates).

‘Milked by billions’: Duterte threatens economic sabotage case vs water distributors

Arianne Merez, ABS-CBN News

Dec 03 2019

MANILA – President Rodrigo Duterte slammed Tuesday an international court order requiring government to pay water concessionaires billions in fines as he claimed that Filipinos were being “milked by billions.”

A visibly irate Duterte argued that the government’s contract with Pangilinan-owned Maynilad and Ayala-led Manila Water was unfair to begin with, as he explained that the concessionaires treated water “not as a natural resource but as a commodity.”

“We are being milked by billions and pinapabayad pa tayo ng mga (we are asked to pay) fines and penalties,” he said in a speech in Malacañang.

“Ang kontrata napakatagilid na tagilid because if they fail to realize the profit during the lifetime of the contract or at any period babayad tayo sa nalugi nila. Anak ng… P***** i** naman ninyo kung ganun,” he added.

(The contract is really lopsided because if they fail to realize the profit during the lifetime of the contract or at any period, we will shoulder their losses.)

The Singapore-based Permanent Court of Arbitration earlier ordered government to pay P3.4 billion to Maynilad and P7.4 billion to Manila Water as compensation for losses the water concessionaires incurred due to denied rate increases.

Maynilad Chairman Manuel Pangilinan earlier said his firm is “more than willing” to drop arbitration proceedings with government as long as there is a “way forward” on tariffs.

Manila Water, for its part, said that it would work with the government “for an orderly and managed satisfaction of the award.”

Following the court rulings, Duterte said he has asked the Department of Finance and the government’s top lawyer to craft a new contract on water distribution that is “really favorable to the public.”

“Bigay mo sa kanila (give it to them). ‘This is the amended contract. Accept it or nothing to it’,” Duterte said.

Angered by the required payment, the President said he would “expose” people who benefited from the supposedly lopsided water distribution contract.

“I-expose ko talaga ‘yung mga mayaman na nakikinabang sa bayan na libre,” he said.

(I will expose rich people who benefit from the country for free.)

“Hihilahin ko sila, kung ako titirahin nila but I will make their life from hereon very, very, very miserable,” he said.

(I will bring them down. They can hit me but I will make their life from hereon very, very, very miserable.)

Duterte even slammed the Ayalas for supposedly cheating the government of its dues.

“They do not pay corporate income tax. Ang corporate income tax hinuhulog nila sa tao,” he said.

Inano ninyo ang Pilipino e,” he added.

(I will show the Filipinos how to slap millionaires and billionaires.)
