Drug war ‘excellent,’ but suspects should live — SWS poll
THE DUTERTE ADMINISTRATION’s decisive war on drugs — a policy cornerstone that has drawn international censure — has overwhelming support from the public that nevertheless believes it “very important” that suspects are caught alive, according to findings of a Social Weather Stations (SWS) survey.
The survey — conducted Sept. 24-27 via face-to-face interviews with 1,200 adults nationwide and with sampling error margins of ±3 points for national percentages and ±6 points each for Metro Manila, “Balance of Luzon,” the Visayas and Mindanao — showed 84% of Filipinos satisfied with the ongoing war against illegal drugs (54% “very satisfied” and 30% “somewhat satisfied”) and 8% dissatisfied (4% “somewhat dissatisfied” and 4% very dissatisfied) while another 8% were undecided.
That yielded an “excellent” net satisfaction rating of +76 (% satisfied minus % dissatisfied).
SWS classifies net satisfaction ratings of at least +70 as “excellent”; +50 to +69 as “very good”; +30 to +49, “good”; +10 to +29, “moderate”; +9 to -9, “neutral”; -10 to -29, “poor”; -30 to -49, “bad”; -50 to -69, “very bad” as well as -70 and below as “execrable.”
A Palace spokesman said survey findings validated President Rodrigo R. Duterte’s mandate on this matter.
The survey also found that 71% of respondents said that it is “very important” that suspects involved with illegal drugs be caught alive, 23% said it is “somewhat important,” 5% said it is “somewhat not important” and 2% said it is “not important at all.”
Also, 83% said that the administration’s intensified war against illegal drugs “does not discriminate by class,” 13% said it is centered on the poor, while 4% said it is centered on the rich.
Official Philippine National Police (PNP) data show 1,390 suspects died in anti-drug operations between July 1 — a day after President Mr. Duterte took over the country — and Oct. 6, but unofficial media counts that include possible hits by vigilantes and rival drug gangs have hovered closer to 3,000, with PNP Director General Ronald M. dela Rosa telling senators in one recent hearing that the police have had difficulty keeping up with the daily body count.
This has started to worry foreign business leaders and governments, as well as the United Nations and two global credit raters.
Still, the campaign has seen 22,971 arrested, as well as 52,967 drug pushers and 681,264 drug users surrender in the same period.
‘EXCELLENT’ ACROSS AREAS AND CLASSES
Net satisfaction ratings were “excellent” across areas and socioeconomic classes.
It was highest in Mr. Duterte’s bailiwick, Mindanao, where the campaign got +87 (90% satisfied, 3% dissatisfied), followed by Metro Manila’s +78 (87% satisfied, 9% dissatisfied), the Visayas’ +76 (85% satisfied, 10% dissatisfied, rounded off) and “Balance Luzon’s” +71 (80% satisfied, 9% dissatisfied).
By socioeconomic class, the drive got +79 from class E (86% satisfied, 8% dissatisfied, rounded off), +79 (84% satisfied, 5% dissatisfied) among ABC and +76 (84% satisfied, 8% dissatisfied) in class D or the masa.
The SWS said that “at least three in five” respondents in all areas deemed it “very important” that those suspected of being involved with narcotics be caught alive.
This reading was the highest in the Visayas at 82%, followed by Metro Manila’s 74%, “Balance Luzon’s” 70% and Mindanao’s 62%.
By socioeconomic class, the reading was the highest among classes E and D at 72%, followed by class ABC at 57%.
NO CLASS DISCRIMINATION
“In all areas and classes, the dominant opinion was that the government anti-illegal drugs campaign does not discriminate by class,” the SWS said in its report.
This reading was the highest in Mindanao at 89%, followed by “Balance Luzon’s” 82%, the Visayas’ 81% and Metro Manila’s 79%.
By socioeconomic class, it was highest among class ABC at 90%, followed by class E’s 84% and class D’s 82%.
EXPECTED
Sought for comment, University of Santo Tomas political science professor Edmund S. Tayao said that the result is “very consistent” with the net satisfaction rating of Mr. Duterte in his first three months in office.
Mr. Duterte ended his first three months in office with a net satisfaction rating of “very good” +64, marking the best performance since the similarly “very good” +66 garnered by former President Fidel V. Ramos recorded in a Aug. 10-Sept. 8, 1992 survey.
“You can’t expect the public to be negative about the campaign against illegal drugs and have a positive result in the survey, that’s just expected,” he said in phone interview.
Mr. Tayao also noted that while the public is “satisfied” with the administration’s on its campaign against illegal drugs, it should not “hurry or short-circuit the process.”
“Perhaps what the survey is saying is that the government should indeed intensify its campaign against illegal drugs without necessarily compromising human rights and legal procedures.”
Sought separately for comment, Communications Secretary Martin M. Andanar, said survey findings were “consistent with the landslide victory of the President in the last elections where his campaign platform centered on drugs and crime.”
“This is what our people wanted and this is still what they want; and this is a job that the President is tasked to finish until the last drug pusher and dealer surrender, put behind bars or out of the streets,” Mr. Andanar said in a mobile phone message.
At the same time, he said that Mr. Duterte’s “instruction is clear: We do not condone drug-related killings and in case of subduing suspects, the police operational procedure is to apply reasonable force.”
Moreover, Mr. Andanar said, the survey “debunks the claim that our anti-drug war is anti-poor.”
“Rich or poor, police or civilian, celebrities or unknown, politicians or those with no power, we do not discriminate and we appreciate that our people acknowledged that we apply the law without fear or favor.”
