Albuera, Leyte Mayor Rolando Espinosa Sr., who surrendered to PNP Chief Bato Dela Rosa, is not as innocent as he claims. Police intelligence reports put him as the head of his family business in the illicit DRUG TRADE. His son, Rolando Jr., also known as Kerwin is the operations guys. Please take note that the buy bust that resulted in FIVE persons being arrested happened in a compound OWNED by the mayor at the same time that those same five are EMPLOYEES of the mayor. The FULL FORCE of the law should be applied to the mayor instead of the kid gloves treatment he is getting from the PNP chief himself. Mayor Rolando Espinosa Sr. also violated one of the Filipinos’ most cherished values wherein parents DO NOT SQUEAL on their children, much less agree to LETHAL FORCE being used to neutralize his son. He could have publicly called on his son to come out to prove his innocence in the proper forum but the mayor was so SCARED for his life that he did a PONTIUS PILATE by saying his son is already of age, has his own life and that the mayor is not in a position to control the illegal acts of his Junior. As sitting mayor, Senior is also guilty of tolerating the drug trade in his city when he admitted that he is aware of the involvement of his son in drug trafficking.

ALBUERA, Leyte – A few days after Rodrigo Duterte was elected President in May, Rolando “Kerwin” Espinosa Jr. was no longer visible in this town.

His disappearance may have something to do with their “family business,” an open secret in this  third class town with a population of about 40,000.

Senior Supt. Frank Simborio, Leyte police director, said Kerwin and his father, Mayor Rolando Espinosa Sr., were considered “high value” targets in the Philippine National Police’s war on drugs.

Simborio said Kerwin has been operating his illegal drug trade not only in Leyte but in other parts of Eastern Visayas and Cebu.

“He belongs to our category as level three meaning, he is at the highest level. This means that he operates big time and as far as the police provincial director said, the Espinosa family operates the illegal drug trade as a ‘family enterprise.’”

“They are into the illegal drug trade, running it as a family enterprise, a business with the son (leading the illegal trade),” Simborio said.

Using the proceeds from the drug sale, his family bought pieces of property. The family even owns a hotel in Albuera.

Kerwin stood as the drug lord while his other siblings were allegedly in charge of the financial side of the business, particularly, the collection of earnings.

Jose Antipuesto, a drug peddler who was arrested outside the compound owned by the mayor in Albuera last month, told the police that the drug trade was operated by the elder Espinosa with Kerwin as his right hand and muscle man. But the elder Espinosa stopped two years ago in preparation for his mayoral candidacy. Kerwin, however, continued the family business.

The elder Espinosa ran as an independent candidate and defeated his three opponents including, Mayor Ramon de la Cerna Jr. who resigned from his post on May 19.

De la Cerna cited a “health” reason for his resignation but there were reports he was facing threats and had security problems.

Police sources said Kerwin learned the drug trade from Jeffrey “Jaguar” Diaz, considered a big time drug lord in Central Visayas.  Diaz was slain by the police in Las Piñas City in Metro Manila in June.

Talks had it that Kerwin went to work for Diaz in Cebu City and Diaz introduced him to the trade. When he went back to Leyte, he put up his own illegal drugs business and made it big.

He was arrested nine times – the last was in 2015.

But he managed to get out of detention sometimes due to a technicality since the warrants misspelled his name as “Rolan.”

A source from the Criminal Investigation and Detection Group told the Philippine Daily Inquirer that Kerwin was once released from detention on the intervention of a police official who tagged him as police asset.

His neighbors at Sitio Tinago, Barangay Benolho in this town, also protected him and his family because of their generosity.

The family would host banquets on weekends for their neighbors who were mostly urban poor. The food and the drinks including liquor were overflowing.

Before the day would end, the family would hand in money – P200-P300 – each.

Kerwin was described as a “nice guy” as long as you didn’t cross his path.

What caught his ire were shabu dealers who would not pay him and competitors.

But in 2011, Kerwin’s name became popular when he was charged for shooting then District 7 Chairman Andres Turtogo Jr. inside his house on April 11 that year.

He and two companions — Noel Arcayan, and Roberto Dela Cruz — were charged with frustrated murder. They were released on bail and the case remained pending.

Since then, there had been a series of killings believed to have been caused by debts from shabu. The usual name floated as suspect  “Boss K” who was reportedly Kerwin’s name in the underworld.
But the Espinosas knew change was coming when Chief Insp. Jove Espinido was appointed Albuera police chief on July 19.

Unlike the other police chiefs assigned in the town, Espinido didn’t pay a courtesy call to Mayor Espinosa.

Instead, it was Espinido who asked the mayor to meet him in his office.

The Espinosas started to get scared when they heard talks that Espinido would shoot the mayor and his son on sight due to their involvement on illegal drugs.

The mayor went on leave in early July and was last seen at his office on July 25 to sign payroll.

But Espinido said his invitation was merely to give the mayor and his son a chance to surrender because the illegal drugs trade had become a family business.

On July 28, Espinido and his team conducted a buy bust operation on Kerwin’s underling – Antipuesto at the tennis court in front of the mayor’s compound.

When the undercover policeman announced it was a sting operation, several men at the tennis court scampered in different directions.

Antipuesto and four others were arrested. Four managed to escape by running into the mayor’s compound and locking the gate.

Arrested were two bodyguards of the mayor,  Jessie Ocares, 34; and Marcelo Adorco, 40 – and his three employees –  Jose Jearnie Estrera, Ernesto Dumalat and Antipuesto.  SFM

President Rodrigo Duterte has given Mayor Rolando Espinosa of Albuera, Leyte and his son 24 hours to surrender over their alleged involvement in drug trafficking, Malacañang said Monday.

“Today, President Duterte demanded the surrender of Mayor Ronaldo  Espinosa Sr., of Albuera, Leyte and his son, Kerwin Espinosa, on the grounds of drug-trafficking and coddling, within 24 hours,” presidential spokesman Secretary Ernesto Abella said.

“Otherwise, an order of ‘shoot on sight’ will be given if they resist and endanger the lives of arresting police officers,” he added in a statement.

Reports say about P1.9 million worth of 237 grams of suspected shabu were recovered by authorities in a buy-bust operation last Thursday near the houses of the Espinosas.

Arrested during the operation were Mayor Espinosa’s two bodyguards and three employees.

A newspaper report earlier said Mayor Espinosa had gone on leave.

Duterte issue the statement as he presided a cabinet meeting at the Palace. THe President has waged an all-out war against illegal drugs.

ALBUERA, Leyte — Two bodyguards of  Albuera Mayor Rolando Espinosa and his three employees were arrested during a buy-bust operation on Thursday afternoon where at least P1.9 million worth of shabu were recovered.

Four other suspects managed to escape after they went inside the house of Kerwin Espinosa, the mayor’s son, and locked the gate, the police said.

The house of Kerwin is located inside a gated compound where his father also lives.

Chief Insp. Jove Espinido, Albuera police chief, said they had no authority to barge into the compound after the gate was locked.

“We want a fair fight. We don’t want martial law,” he added. He did not say what his next legal move would be to compel the Espinosas to surrender the suspects.

The buy-bust operation was conducted about 5:30 p.m. on Thursday, at the tennis court near the houses of the mayor and his son at Sitio Tinago, Barangay Benolho in this town.

The Philippine Daily Inquirer tried to reach Mayor Espinosa but was told that he had gone on leave since last week.

Arrested during the operation were two of the mayor’s bodyguards – Jessie Ocares, 34; and Marcelo Adorco, 40 – and his three employees – Jose Antipuesto, Jeffrey Pesquera and  Ernesto Dumalat.

Antipuesto, 36, who took care of the mayor’s fighting cocks, was the target of the buy-bust operation after the police received reports that he was selling the illegal substance, said Espinido.

He said a poseur buyer bought P300 worth of shabu from Antipuesto.

When the undercover policeman announced it was a sting operation, several men at the tennis court scampered in different directions.

But the joint team of the local police and the Regional Police Safety Battalion was able to collar Antipuesto and four others.

Although Ocares and Adorco were armed, they didn’t put up a fight.

Four men managed to escape by seeking refuge to the house of Kerwin.

Seized from Ocares were a .45-caliber pistol and a pack of shabu weighing 84 grams. A .45 caliber pistol and a packet of shabu weighing 121 grams were recovered from Adorco.

At least 14.8 grams of shabu were recovered from Antipuesto.

Pesquera, 39 and a native of Cebu City, also worked for the mayor as caretaker of his fighting cocks.  Shabu was also found in his possession.

Dumalat, 20, and another employee of the mayor, was caught with two small packs of shabu weighing 3.7 grams.

The suspects denied owning the shabu recovered from them.  All in all, the packets of shabu would reach P1.9 million in street value.

Adorco and Ocares said guns seized by the police were covered by licenses and a permits to carry firearms.

The five were detained at the Albuera police lock up cell pending filing of charges for violating the Comprehensive Dangerous Drugs Act of 2002 (Republic Act 2002).

Duterte War on Drugs: 2 ‘Chinese drug lords’ shot dead

THE BODIES of three drug suspects—including a Chinese-looking man and woman accused of being drug lords—were found in Manila on Sunday.

At press time, the victims remained unidentified based on the reports of the Manila Police District’s homicide section.

The first body, that of a hogtied man whose head was wrapped in packaging tape, was discovered at 1:25 a.m. on the MacArthur Bridge in Lawton.

PO2 Dennis Turla said that written on a cardboard left near the body was a message claiming that the victim was a snatcher, holdup man, burglar and drug pusher and urging other people not to emulate him.

The police described the man as fair-skinned, about 5’3 in height and in his 30s. He wore a red shirt, a pair of dark blue shorts but was barefoot.

At 3:30 a.m., a Chinese-looking man was found dead on the Zamora interlink in Sta. Mesa. He was in his early 30s and about 5’4 feet tall.

Shot six times

Dressed in denim pants, a black shirt and gray socks, the victim had been shot several times. “I’m a Chinese drug lord” was written on a cardboard beside his body. Six shells were taken from the crime scene, said PO3 Marlon San Pedro.

At 4:40 a.m., a woman with Chinese features was found in Intramuros. The victim believed to be in her 20s had been shot five times, said Turla. A cardboard sign beside her body said: “Chinese drug lord.”

The woman wore a blue striped shirt,  denim pants and pink shoes. Her hands were tied behind her with duct tape.

In his first State of the Nation address, President Rodrigo Roa Duterte will name top executives in local government units (LGUs) who are financiers and/or protectors of the DRUG TRADE. Retired PNP General Loot is now the mayor of a municipality in Cebu thus also qualifying him as a LGU executive in the DRUG TRADE.

President Duterte and PNP Chief “Bato” Dela Rosa previously mentioned that at least 35 city and municipal mayors and/or provincial governors are involved in the DRUG TRADE. Ozamiz City Mayor Reynaldo Parojinog Sr. and four other municipal mayors (Navarro, Gutierrez, Yap and Mahilac) are the suspected kingpins in their respective city and municipalities as well as in the province of Misamis Occidental and the whole of Mindanao island. PNP General Garbo is the pinpointed top TRIAD drug protector. Asian Triad Mindanao boss and Kuratong Baleleng leader Herbert Colangco, currently jailed in Bilibid Prison, is romantically involved with Nova Princess Parojinog, the Ozamiz City vice mayor. She is the daughter of the mayor and niece of Councilor Ardot Parojinog, the mayor’s brother.

In Iloilo City, Mayor Jed Patrick Mabilog is the suspected city drug protector. He currently faces charges of UNEXPLAINED wealth. He is a second cousin of Senate President Franklin Drilon. He was the top Liberal Party city campaigner for the Mar Roxas Leni Robredo ticket. Survey KULELAT Mar Roxas had only one goal in the Third Presidential Debate and that was to pin down front-runner Mayor Rodrigo Duterte and deal Digong a MORTAL BLOW. Mayor Duterte, on the other hand, knew that all he had to do was to avoid another POLITICALLY INCORRECT statement (Pope insult, rape joke) and he could coast along for an electoral VICTORY on May 9, 2016. Two hours into the debate, there were NO FIREWORKS. In boxing, the contest turned into a sparring match with few hard blows and no serious injuries caused on any of the participants. BORING. Totally BORING. Then the health issue was discussed with an obviously well prepared Mar Roxas boasting of the Aquino Administration gains in hospital benefits. Duterte was not impressed and said Davao City requested for medical assistance with none received. Roxas became livid and said that he had a computer printout of Davao residents who availed of the PhilHealth program, with the lists including names, diagnoses and servicing hospitals. Mayor Duterte again downplayed the national government’s role in health care. Roxas then challenged Digong, insisting that the Mayor WITHDRAW from the Presidential race if the former Senator and DILG Secretary could produce the documents in the first hour of the next working day. Digong again thumbed down the Mar story of health care achievements. Secretary Roxas then said that it was so typical of Digong to deride issues rather than to confront the facts (as evidenced by the Mar PhilHealth list). In a situation where both sides have diametrically opposed stands, then both speakers could not be correct. Mayor Duterte then turned to the crowd and said if the nation really believed the Mar picture of the national PROGRESS and DEVELOPMENT, then how come Mar Roxas lagged FAR BEHIND in the surveys.

Analysis: The PHP 93 BILLION PhilHealth payouts for 2015 could be true. But for Mar to say that there is no more balance billing or out-of-pocket payments by patients is still far from the majority of hospital admissions. Government hospital pharmacies are also sorely lacking in medical supplies and medicines so the non-availability of those things still force patients or their relatives to buy the same in nearby drugstores at the expense of the patients. So while there may have been improvements in health coverage and payment allocations, the national health insurance implementation is still INADEQUATE at best. Cities such as Davao (where Duterte is mayor) and Makati (where Presidential candidate Jejomar Binay was mayor before he became Vice President) are more able to address the issue of universal health care proving affordable (or no cost), available, acceptable and accessible medical and hospital benefits. If the results of the post-debate surveys are to be believed, Davao City Mayor Rodrigo Duterte’s realistic analysis of the health situation is closer to the truth than the IDEAL presentation that Mar Roxas gave. The people have spoken. All that is needed now is a RESOUNDING DUTERTE VICTORY two weeks from today.

Since Mayor Duterte swept ALL three presidential debates and since he is leading comfortably in ALL political surveys, Mar Roxas may have lost the chance to catch up. Remember that if Mar Roxas inches up a bit (in future surveys) he still has to contend with second running Senator Grace Poe and third placer (in political surveys, not in the debate surveys) Vice President Binay.
